Position Overview:
ECA is seeking a Special Assistant to support the Deputy Executive Secretary for Programme Support. The role involves providing administrative, financial, and human resource management support while ensuring the smooth coordination of the office's day-to-day operations. The position will also require participation in intergovernmental processes, assisting in the development of strategic policies, and providing guidance to junior staff.

Key Responsibilities:

  • Act as a liaison between the Deputy Executive Secretary and various divisions, coordinating day-to-day activities.

  • Draft and prepare memoranda, reports, and other complex documents.

  • Assist in the preparation and review of office work programs and budgets.

  • Accompany the Deputy Executive Secretary to meetings, acting as a note-taker.

  • Support recruitment and human resources functions, including performance evaluations and job classifications.

  • Monitor and manage the budget, ensuring financial resources align with the program plan.

  • Oversee general administrative tasks, including procurement, billing, and vendor management.

  • Provide leadership and guidance to junior staff.



Qualifications:

  • Advanced degree in business, public administration, finance, accounting, law, or a related field.

  • At least five years of relevant experience in administration, finance, human resources, or a similar field.

  • Experience working in a front-office setting and supporting senior officials.

  • Previous involvement in supporting intergovernmental processes and international coordination is desirable.



Languages:

  • Fluency in English is required.

  • Knowledge of French is an asset.

Competencies:

  • Strong analytical and evaluative skills.

  • Ability to work under pressure and manage multiple tasks.

  • Excellent communication and interpersonal skills.

  • Demonstrated ability to manage budgets and resources effectively.
